In relation to the Kyoto protocol Denmark has agreed on a CO2 reduction of 21% by the years 2008-12 compared with 1990. In the implementation of this target the deployment of renewable energy technologies is essential, especially the development of wind power is expected to play an important role. This is the background for the project which is carried out below the Strategic Environmental Program on the use of policy instruments in the long term implementation of renewable energy technologies under free market conditions.

Demand Response at the Nordic power markets
There is a welfare loss for the society when large parts of the power demand use fixed tariffs that do not reflect the actual generation cost at the time of use. In hours with higher generation cost than the consumer tariff there is an excess demand compared with an optimal situation for the society. Likewise, there is a welfare loss in hours with lower generation costs than the tariff.

Emission inventories for Denmark
Since 1991 the Energy Systems Analysis Programme has been involved in developing emission inventories for Denmark. The number of pollutants have been increasing and now cover CO2, CH4, N2O, HFCs, PFCs, SF6, NOx, CO, NMVOC and SO2. A set of emission factors have been developed which are used to calculated the official emission inventories for Denmark used for the reporting to the United Nations Framework Convention on Climate Change and the UN Economic Commission for Europe's Protocol on emission reductions of SO2, NOx and NMVOC.
